LIFT Procurement

Objectives:

The initial aim of the LIFT programme was to act as a catalyst for the development of integrated community services and facilities to improve the health and well-being of local communities. The process adopted to achieve this was to establish locally determined Public Private Partnerships (PPPs) - LIFTCos - that would become the 20 year strategic partner for the local public sector organisations to strategically plan, design, build and maintain modern, flexible, fit for purpose community facilities.

Since 2001, CHP has been responsible for establishing 48 LIFTCos across England covering approximately 60% of the population.

CHP provides a high quality, experienced procurement advisory service specifically tailored to local needs. CHP will guide public sector procurement teams through the detail of individual procurements in order to gain maximum value for the public sector. CHP will help to sculpt the project to determine and define the actual service requirements, then advise the public sector in achieving its stated aims. This will include advice on: gaining maximum value from associated advisors; the selection of appropriate advisors; the most efficient process to be followed during the procurement; managing the process; and ultimately advice on how to efficiently and safely reach Financial Close.
