Quantity Surveyor Services Framework

Quantity Surveyor Services Framework:

Established in April 2010, the Framework offers easy access to Independent Quantity Surveyor (QS) advice for Primary Care Trusts, NHS Trusts and Local Authorities planning new projects under LIFT, increasing the skills and support available to test and demonstrate value for money.

The services available from framework suppliers can be tailored to the requirements of specific projects and are described in detail in the Framework Agreement (see Schedule 4: The Services), and in summary comprise:

  • assisting with initial project budgeting and cost planning;

  • supporting options appraisal;

  • reviewing LIFT Co cost plans;

  • benchmarking against LIFT and non-LIFT projects;

  • supporting establishment of the Affordability Cap;

  • assisting in calibration of the payment mechanism;

  • supporting the establishment of plans for determiniing VfM at Stage 2;

  • informing the setting of targets for continuous improvement;

  • participating in the development of a public sector comparator, where required;

  • reviewing the market testing of the supply chain;

  • reviewing the demonstration of value for money and providing a formal, independent Value for Money report.

The framework suppliers are also available to provide independent advice and support for call-off bids for new Express LIFT areas and projects.

When to use the Framework:

Independent advisors (financial, legal and QS) are often required to offer appropriate assurance to Board, Cabinet and other approval bodies that LIFTCo proposals satisfactorily respond to the participants requirements and have appropriately tested and demonstrated value for money.

The framework for the provision of quantity surveying services has been established to assist Primary Care Trusts, NHS Trusts and Local Authorities in England in securing independent QS advice in relation to new LIFT projects and Express LIFT call-offs.

The use and involvement of independent QS advice and support will vary across participants and projects and although there are clearly benefits in establishing longer-term relationships, call-offs can be made on a programme or individual project basis.

To call-off services from the framework, participants will simply need to be able to describe the scope of services that they require at a local level and the projects upon which these services will be applied.

How to use the Framework:

To ensure that participants calling-off services under the framework do so within the terms of the original procurement (and are protected under procurement law), Bevan Brittan LLP have drawn up guidance documentation.

The first step is to register interest in a call-off by downloading and completing the following form:
