Financial Close reached for Walton Hospital site

Liverpool and Sefton Health Partnerships (LSHP), has reached financial close for Mersey Care NHS Trust’s new specialist health facility at Walton in Liverpool.  This is the ninth and largest single tranche of LSHP’s LIFT programme in the Merseyside area.

The former Walton Hospital site will be transformed into a £28 million new mental health in-patient facility providing 85 single occupancy bedrooms with en-suite bathrooms to facilitate best practice in modern mental health care.  Each of the five wards is supported by its own dedicated therapeutic and safe courtyard facilities as well as light, airy communal areas.

John Doyle, Project Director at Mersey Care NHS Trust commented: ‘Walton is the culmination of hard work, consultation and negotiation to create a facility at the leading edge of 21st Century mental healthcare provision. Critical to the process was aligning the development scheme with the affordability of the service model’.

Mike Chambers, LSHP Director and Community Health Partnerships Regional Director for the North commented: “I am delighted to see such an important development move into construction and ultimately, to ensure that high quality premises are made available for the delivery of psychiatric care within the local community.”

Graham Pink, Chief Executive of LSHP added: "This much needed facility will help transform in patient mental health care provision in Merseyside, and at the same time create much needed jobs.

"Over the past 7 years, LSHP has been instrumental in the revolution of primary and community care across Liverpool and Sefton and this is our first mental health facility We want to make a tangible difference to the local communities we work in, particularly as the Government’s spending cuts are likely to hit some of the services we support extremely hard over the coming years.

"It is our hope that investments made into schemes like this state-of-the-art facility will serve the community well over coming years and will act as a catalyst for further development in the area."

The 6,341m2 building has been designed in consultation with service users, carers and clinicians. It has been designed to the highest standards in terms of sustainability and will target BREEAM Excellent. Construction will be undertaken by FHJV: a joint venture company of Farrans and Heron Brothers, both very experienced in healthcare construction.  They will be supported by a strong design team led by Medical Architecture and Arup who will provide engineering and ecological design services.  Robertson FM will provide facilities management services for the 30 year concession; soft FM services will remain with the client Mersey Care NHS Trust.

At the heart of co-coordinating and delivering the facility to financial close has been Bilfinger Project Investments and gbpartnerships who are key players in the public private partnership between LSHP and Mersey Care NHS Trust.

Construction will start imminently and the hospital is due to be operational in December 2014. Walton Hospital represents an excellent model of the public and private sectors coming together to create a first rate mental health care facilities for the local community of Merseyside.
